The European Commission has released a new draft implementing regulation on how carbon prices paid outside the EU may reduce the number of CBAM certificates importers must surrender.

The draft goes far beyond simply proving that a company participates in an ETS or pays a carbon tax. It introduces detailed requirements on:

  • attribution of carbon prices to processes
