The European Commission has released a new draft implementing regulation on how carbon prices paid outside the EU may reduce the number of CBAM certificates importers must surrender.
This is a major development for importers, suppliers, verifiers and consultants
The draft goes far beyond simply proving that a company participates in an ETS or pays a carbon tax. It introduces detailed requirements on:
attribution of carbon prices to processes
treatment of free allowances and rebates,
use of carbon credits,
precursor calculations,
evidence and audit trails,
exchange rates,
and the verification of carbon price data.
