The regulation covers packaging and packaging waste regardless of material or origin, introducing requirements for packaging design, composition, recyclability, reuse, labelling, extended producer responsibility and waste management.

From 12 August 2026
The PPWR generally starts applying across the EU. All packaging must carry harmonised sorting labels to facilitate consumer recycling
From 1 January 2029
Deposit & Return Systems – DRS
Member States must establish mandatory non-profit DRS for single-use plastic beverage bottles and metal cans (up to 3 litres) to achieve a 90% separate collection target
From 1 January 2030
Deposit & Return Systems – DRS
The PPWR introduces stricter packaging requirements across the EU, including recyclability, packaging minimisation, recycled content, single-use restrictions and and targets to reduce packaging waste.
Immediate Obligations
From 12 August 2026
By this critical enforcement date, companies must meet these baseline rules:
PFAS and Heavy Metals Ban:
Food-contact packaging placed on the market must strictly comply with the maximum concentration limits for PFAS and heavy metals.
Conformity Assessments & DoC:
Manufacturers and importers must have completed conformity assessments and drafted the EU Declaration of Conformity (DoC) for any packaging placed on the market as of this date.
Supply Chain Documentation:
Packaging suppliers must provide manufacturers with the necessary data (including substances of concern) to prove compliance.
